okay write animal crossing forums on the banner then make some characters from animal crossing in the backround along with a sky behing them as they are walking up a grassy hill

You're better off making a theme for yourself, as I doubt anyone would make a theme for a forum that has such little activity.
which is why it is closed
It's always easier to operate a forum when you've got a site also.
Make a good site and people WILL come.
Forums don't necessarily have to be accomponanied by websites. Most forums I go to don't really have a website as company for the forums.
