I am trying to figure out anything else I should learn.

I know HTML and XHTML, CSS, and I am sort of comfortable with Javascript.

I know that C, C++, and C#, along with Java are programming languages for actually designing programs, so what else is there to learn for web design?

Well there aren't too many after the first three you listed. But you may want to have a go at PHP.

Learn some ASP and Python/Ruby on Rails

Oh yea, PHP and ASP. I have heard that they are very similar, true?

They probably are, but ASP is tied to Microsoft's .NET Framework.
