It's the thing they introduced into PokeMon Diamond and Pearl, where you can offer PokeMon, and people everywhere can give you a pokemon in return for it, anytime.
You also have to put a PokeMon you'd like for it, and can change other things to.
It's like a worldwide Union Room.
