My partner is a Pikachu in the Pokemon Mystery Dungeon: Explorers of Darkness. I recruited Palkia already in Spacial Rift, and my character (Torchic) evolved all the way to Blaziken already, but my partner just can't evolve... How can I evolve him??

The only way is to get a Thunderstone and say "Evolve w/Item".
You can get a Thunderstone if you're extremely lucky at a Keckleon Shop in-dungeon only.
And sometimes high-ranked missions will get you one.
But yeah, that's the only way.
Oh, okay... Thanks, Kzilla. Buying an item from a Kecleon Shop in a dungeon is kinda hard for me because I usually leave all my money in te Duskull Bank before I explore (safety precautions.. Just in case a Pokemon kill me in a dungeon and takes away all my money...).
Actually, that's the challenging part...in case I hit a Monster House or something.
the way to evolve pikachu is thunderstone but ur puzzled where it is well u know when u vs the grand master if ur lucky kecleon will hav a shop full of stones so u best have over 3k cause they cost 2k something
Check in Shimmer Hill.
The Kecleon Shops always have evo. items!
Just stand next to the stairs, use a Trawl Orb, pick up all the items and go to the next floor before Kecleon appears.
That is where I get most of my evo. items and Trawl Orbs are quite common here and there.
(If you're lucky you can bag Deoxys on the second last floor if your carrying the Mystery Part/Secret Slab)
If however you have PMD1 then look on Lightning Field 29F. All the items are Thunderstones.
How do you evolve pokemon in the first place in PMD?
You need to beat the game and recruit Palkia and Dialga after recruiting Manaphy, I believe.
It's been a while since I completed PMD2, but that's how I remember it.
In both games you have to complete the main story and in Explorers you need to defeat the Grand Master. But I thought you couldn't evolve your main characters in Explorers.

You can. My starter is now a Sceptile, and my partner is a Feraligatr. You have to beat Darkrai, unlock the Marine Resort, which you unlock after a few rescues after beating Darkrai, and recruit Palkia. The second time you go to fight Palkia, it automatically recruits it. After that, with no in-game notification, you can evolve your starter and partner.
I've evolved a Pikachu just today, actually, after my quest to recruit Zapdos. (which was a huge success)
