This was introduced in Pokémon Pokémon Omega Ruby / Alpha Sapphire, as a special Pikachu "Cosplay Pikachu" that can wear different costumes, one of them being this one. This Pikachu can't be transferred (probably because it's unique in the game) and doesn't exist in any other Pokémon game. In Pokémon GO you can different Pikachu with different costumes but it's not exactly the same thing.
