Okay sooo

You battle someone and send out your fish pokemon.

Why does it start floating? It has to be part psychic right??? But it's not (besides some) So what's really going on? Magikarp does flop why is he different?

Where are the bathrooms in the pokemon world?? None of the houses have one

    Yeah, not all Water-types can be as cool as Bruxish

    Seriously though, that is one of the great mysteries of the Pokémon series. Along with the little critters never pooping. Would be fun to see an in-game explanation for it, like that their main elemental affinity is water but they can also float using moisture in the air or something crazy like that. I don't think it's ever been addressed though. I also feel like the anime is a lot stricter with fish Pokémon only being sent out in water battlefields or natural water bodies.
